In all municipalities, a permit is required for:

Roof finish installation or replacement more than 25% (shingle, tile, metal)

Change of use for residential space, e.g. converting storage / garages into bedrooms
Change of use for commercial space, e.g. converting retail into a restaurant
Pools and water features (pumps, fountains, waterfalls, etc.)
Screen cages (a.k.a. Aluminum Structures)
Fences, gates, and privacy walls
Water heater replacements
HVAC mechanism and duct replacements
Concrete slab cuts
What Does Not Require a permit?
Generally, any work that does not affect the performance, footprint, or utility capacity of a building or structure does not require a permit. However, homeowners associations may require you to abide by design or structural restrictions. Such regulations are not enforced by construction offices, but rather by the homeowner’s association and their agreement contracts.
Exempt from permits:
Painting, wallpaper, or trim work
Tiling, carpet, or other floor finish
Non-structural Partitions
Counters without altering utility fixtures (plumbing, electric)
Like-for-like sink or bulb replacements
Small, low-pressure fuel gas tank replacements
Gutters and downspouts
Roof repairs less than 25% of roof area*

Shelving or cabinetry*
*Permit required if structural performance can be affected by the project: Fire walls in commercial or multi-family buildings, utility fixture adjustments, structural modifications to accompany scope of work, or in a FEMA Flood Hazard Area
